Accor loves selling various subscription cards, the most popular being the Accor Plus which is applicable for Asia-Pacific (read more here).
There have been two cards, mainly for Europe, The Business Plus and ibis Business Card, that are now going through a refresh on March 22, 2023.

Note that the ibis Business Card subscription price has been country-specific and has varied quite a bit.
ibis Business Card – ALL PLUS ibis
The card continues to award Accor ALL members Gold status.It comes with 10 elite qualifying nights per year. (It won’t come with Gold.)- There is now a fixed 15% discount off the Best Available Rate, which is no longer combinable with ALL member discounts.
- You won’t get the 15% discount if you use guaranteed room availability
- The 10% food and beverage discount is discontinued.
The Business Plus card – ALL PLUS Voyageur
- The current 20% discount at all participating brands changes to premium and luxury brands, and 15% at all others.
- Guaranteed room availability changes from three to two days but cannot be combined with the discount.
- Accor ALL members get 20 elite qualifying nights, but this card does not come with status (10 nights yields silver).

Most Luxury and Premium brands are not participating in this discount scheme.
Conclusion
The discount may sound good, but there are always discounted rates available during the sales or if you book in advance. The discounts that come with these cards mainly work for business travelers who book on short notice when no other than the best flexible rates are available.
The 10 elite qualifying nights with ALL PLUS ibis and 20 with ALL PLUS Voyageur significantly help ALL members to qualify for a meaningful status (you can think of these cards as buying elite qualifying nights).
Not sure why only less than half of the Accor brands are participating in this discount scheme, although the participating brands comprise most hotels (non-participating brands are much smaller).
