Conclusion
The building and Hilton signage have been up for a couple of years, but the owner must have felt it was not worth opening before the pandemic travel slump was over.
There is a notice on the website that all the facilities are not yet functional, including the Club lounge, which should open on February 1.
The rates appear to be high, which is the usual tactic with hotel openings. These are priced high before slowly coming down to a sustainable level. There is no reason for this hotel to cost significantly more than the nearby Renaissance or Le Meridien hotels.
I got surprise opening bonus points when I stayed at the new DoubleTree hotel in Kyoto last year. I wish Hilton had a page listing them all, as it might sway where people stay.
