I just had a look at this rate plan, and the availability was better than previously. It is not usually a lot cheaper than other sale rates that are eligible for ALL points, but it has excellent flexibility and is not prepaid.
Terms and Conditions “Family and Friends Rate”:
The owner of the Bienvenue card does not need to be present for their friends and family to use the discount. This special rate is only available for room reservations and not for packages and other additional services (such as meals, spa, parking, etc.).
Reservations must be made via the Family & Friends offer page at least 24 hours prior to arrival at the hotel, and can be modified and canceled up to 6:00 pm on the arrival date. The Family and Friends offer is subject to hotel availability on the chosen dates. Reward ALL points cannot be used or received. Reservations cannot be made through travel agencies or professional travel and are non-commissionable.
All reservations made through the Family and Friends offer are subject to applicable fees, fees and other paid services. The Family and Friends rate will be determined by each hotel independently and may vary based on hotel location/occupancy and blackout dates. The Family and Friends rate can be terminated at any time without prior notice
