Accor, over the years, has brought several brands, and it has taken some time to make them all Accor Live Limitless (ALL) participating.
The list of non-participating hotels has overall shrunk, but it tends to get longer when purchased brands are being integrated into ALL, and not all of them become part of the program immediately (and some never).
You can access Accor’s page for non-participating hotels here.

Accor doesn’t publish what it has added or removed from the list, but I have compared the updated one with the previous. It appears that the Maison Sofia Hotel – MGallery is now participating (previously it was not).

Conclusion
It always takes time when a hotel chain acquires a new brand until most properties and brands participate. However, some won’t until their contract ends (and then they accept the loyalty participation or reflag).
Let’s hope this list shrinks because it is sometimes difficult to distinguish which loyalty program is participating and which one is not. This creates unnecessary confusion and friction.
