Note that this offer is NOT mentioned anywhere when you enroll or renew InterContinental Ambassador. It is disclosed on the Ambassador program T&Cs, however. You can usually renew your Ambassador status within two months of expiry.

Conclusion
InterContinental Ambassador membership makes sense if you have a few nights yearly at InterContinental hotels, need a 4 PM late check-out, or the fastest way to IHG One Rewards Platinum membership.
Renewing or enrolling for InterContinental Ambassador has also, at least until now, renewed the Spire Elite or Diamond elite status.
If you pay $200 and get 35,000 points, the purchase is essentially cost neutral, and everything else is just gravy,

If a member renews their InterContinental® Ambassador membership by paying USD200, they will receive 15,000 IHG One Rewards points upon renewal.
