IHG Hotels, like many others, offer Friends & Family rates that are separate from employee ones for associates’ friends and family members, but it appears that theirs is open for everyone.
The rate plan is qualifying for points, but the T&Cs state that it is not eligible for bonus points from promotions.

The only eligibility requirement appears to be that you are an IHG Rewards member. The maximum stay length is 7 nights and up to 5 rooms.

I am surprised that there are no forms to fill or more specified URLs to use for bookings, and the T&Cs are clear that you merely need to be an IHG Rewards member to qualify.
The rate appears to make the most sense when the discount is 30%, and there are no other discounted rates available that is likely the case close to the stay date.

The Friends & Family Rate is available to friends and family of all full-time and part-time employees of all IHG companies, IHG hotel owners or managers, and IHG franchisees, who are 18 years of age or older and are over the age of majority of their residence (“Participants”) only. The Friends & Family Rate is available at participating IHG hotels for room bookings only and not for packages or other components, but is eligible to earn IHG® Rewards Club points.
